Digital divide in indigenous women of the mixtec region

Resumen

Protagonists of both the first and second of the called digital divide, indigenous women of the Mixteca Baja Region of the State of Oaxaca, Mexico, are currently the target of public policies in the field of access and use of technology developed by different organizations in the public sector in pursuit of the inclusion of this collective. In general, these communities are excluded from training activities in training in the Information Technology and Communication (ICT) for reasons of distance or by an inequality present in the elaboration of curricula and training programmes, are kept apart from the productive and social inclusion, demonstrating a low participation in community life and in the entrepreneurship. Pre-existing to the digital divide there are other gaps that work to the detriment of this social group, as the distance between the rural and the urban, socio-economic and gender. Article 14 of the Municipal Law for the State of Oaxaca defines to the citizens of the municipality as: "men and women, which they originate, who are sons of father or mother originating in the municipality, or neighbors with residence of more than a year in the same, 18 years of age or older and who have honest means of livelihood". The law grants the same rights to both men and women, however in reality the women is subordinate to the leadership exercised by the man either in your roll of municipal authority or to the autocratic hierarchy that gives you the conjugal partnership in its roll of husband. The low participation of ethnic women in areas such as: politics, economic and cultural, have an impact in a low human development. The present study aims to expand the existing knowledge about the conditions of access and use of ICT and the characteristics of learning, personal and social development and the participation of women entrepreneurs in the Mixtec region through an exploratory study with the application of a survey in the community of Santos Reyes Yucuná. This population is ethnolinguistic and considered highly marginalized. The results of the investigation shows in this group, the imprint of the generation gap in the interest aroused by the ICT, as well as family and cultural mandate access to technologies.
